Yes, it could be. In fact, it absolutely IS a UFO. It fits all the criteria: It is an OBJECT. It is FLYING. It is UNIDENTIFIED.
Yes, Timmy, it IS a UFO. Whether or not it’s an extra-terrestrial vehicle of some sort, is up for debate. Until it’s identified as a meteor, it’s technically a UFO.
