With Tropical Storm Bill capable of dropping over a foot of rain in a very short amount of time, it’s been upgraded to deadly. What I labeled a Frankenstein monster storm last night, Science has labeled it a Brown Ocean Effect & either way it looks like it could get really nasty.

It looks like it could drag across Houston bringing up to a 100 miles of rain clouds.
