If the system is broken then the only practical answer is to get behind interests and lobbies and sterling politicos who have it in their powers to maximize the gains that may be able to benefit one most; that may hurt one least. Pieces of the pie are up for grabs and those pieces need go to those who seek the proper transformation from representative democracy to shell game and power lanes and dictates and maneuver.
Those who buy and sell, break and make, define the games parameters, know where power lies, are the responsible charmers. They warrant devotion, patronage, vassals, fear, ring kissing. The smart citizen takes the world as it is and lines up with the proper masters. The suckers have no access to power or change.
