For months, speculation has swirled over whether Gov. Maggie Hassan will launch a Senate bid, but the budget battle in Concord has stalled any decision.
Hassan has been viewed as a potential Democratic challenger to Republican U.S. Sen. Kelly Ayotte in 2016. But the governor has become locked in a budget dispute after vetoing the budget approved by the Republican-led House and Senate.
