Do they mean like a crime boss or like the boss who presided over the wholesale degradation of our national security and foreign policy?
The DNC is of course selling this because they are so proud of their leader who has accomplished the impossible.

Personally, I wouldn’t buy one for my worst enemy although you could wear it on Halloween and if anyone asks, say that you are dressed-up like a megalomaniacal failure.
