…….And in an unexpected twist, John Kerry arrives Moscow today to seek closer Russian cooperation in the war against Islamic State in Syria, in what some have dubbed a dramatic shift in US military objectives on the ground, and what to most is seen as the clearest diplomatic victory by Putin in the escalating “new cold war” with the west yet.

Kerry’s trip, which State Department officials say is his second to the Russian capital this year takes place as U.S.-Russian relations have worsened with tit-for-tat diplomatic expulsions, escalating aggressive Russian maneuvers toward U.S. aircraft and vessels and vice versa, and a disregard for a cessation of hostilities in Syria, where Russia has bombed U.S.-backed rebels. Relations between Moscow and Washington also remain strained over the Ukraine crisis and what the Kremlin considers NATO’s unjustified activities along its borders, raising fears that disagreements could escalate into confrontations, either accidental in Syria or the result of miscalculations in the air and naval encounters from the Baltics to the Black Sea.

According to the WaPo, the Obama administration’s new proposal to Russia “would open the way for deep cooperation between U.S. and Russian military and intelligence agencies and coordinated air attacks by American and Russian planes on Syrian rebels deemed to be terrorists, according to the text of the proposal I obtained.”

The Obama administration is proposing joining with Russia in a ramped-up bombing campaign against Jabhat al-Nusra, al-Qaeda’s Syria branch, which is also known as the Nusrah Front. What hasn’t been previously reported is that the United States is suggesting a new military command-and-control headquarters to coordinate the air campaign that would house U.S. and Russian military officers, intelligence officials and subject-matter experts.

As WaPo adds, “the proposal would dramatically shift the United States’ Syria policy by directing more American military power against Jabhat al-Nusra, which unlike the Islamic State is focused on fighting the regime of Syrian President Bashar al-Assad. While this would expand the U.S. counterterrorism mission in Syria, it would also be a boon for the Assad regime, which could see the forces it is fighting dramatically weakened. The plan also represents a big change in U.S.-Russia policy. It would give Russian President Vladi­mir Putin something he has long wanted: closer military relations with the United States and a thawing of his international isolation. That’s why the Pentagon was initially opposed to the plan.”

Still despite what may be the biggest symbolic victory for Putin since the start of the Syria conflict, it’s not clear that the plan will be accepted by Putin. “Administration officials caution that no final decisions have been made and that no formal agreement has been reached between the two countries. Negotiations over the text are ongoing ahead of Kerry’s arrival in Russia.”

Air Force Smashes ISIL Bases, Missile-Launching Pads in Palmyra

The Syrian fighter jets pounded and destroyed the ISIL bases and missile launchpads in the Eastern parts of Palmyra (Tadmur) in Homs province.

In another development in Eastern Homs, a gathering of the ISIL Takfiri terrorists and several fortifications were hit in army airstrikes in Jbab Hamad and Onq al-Hawa.

The Air Force also targeted the positions and roads used by the ISIL terrorists in Dab’et al-Milhiyeh, North of Wadi Abyad Dam, in the vacinity of al-Shaer field in Kheneifees.

The airstrikes destroyed ISIL vehicles, some equipped with machine guns, and fortified positions for the militants and killed and injured a large number of them.

On Wednesday, the Syrian warplanes, tipped off by intelligence agents, targeted two command and control centers of the ISIL in Eastern Homs, inflicting heavy losses on the terrorists.

The Syrian fighter jets, in a fresh round of combat sorties, hit ISIL’s command centers in al-Sawame region hard, which not only damage main strongholds and buildings in the centers but claimed the lives of several terrorists.

In relevant developments in the province on Tuesday, the Syrian fighter jets, for the third day in a row, targeted ISIL’s concentration centers and gatherings in the Eastern side of the ancient city of Palmyra (Tadmur), inflicting major losses on the terrorists.

The Syrian army aircraft pounded badly ISIL’s positions in Jubb al-Jarrah in Eastern Homs, which not only claimed the lives of many militants, but pinned the rest of them down behind their strongholds.

Iraqi Forces Make Fresh Advances near Al-Qayyara Airbase toward Mosul

Iraqi Army’s anti-terrorism forces announced their fresh advances toward the major city of Mosul as they liberated the residential complex of al-Qayyara airbase, days after they liberated the key airbase in Nineveh Province.

“The Iraqi Army, backed by the popular forces, managed to retake al-Qayyara Air Base residential complex, situated 7km to the airbase, after fierce clashes with ISIL terrorists, also ended in 18 militants killed and two explosive-ridden pick-up trucks destroyed, ” the army’s anti-terrorism operation spokesman, Sabah al-Na’aman said.

The territorial gain, which followed the recapture of more areas in the Northern province of Nineveh, further isolated Mosul, deemed as the de-facto capital of the terror group in Iraq, in preparation for a government assault to recover Iraq’s second largest city 60 km to the North.

Earlier on Thursday, the Iraqi forces announced that the ISIL is now in control of only 17 villages in the Southern parts of Mosul, 8 of them on the Eastern side of the region.

Ra’fat al-Zardari, the head of Nineveh journalists, said that the Iraqi forces have reached the coasts of the Tigris River and jointed the Nineveh operations forces from the left side of al-Qayyara.

Also, a military source said that the Iraqi forces have liberated 47 villages between Makhoul and al-Qayyara from the Western parts of the Tigris River so far and the number of liberated villages in the Eastern parts of al-Qayyara has increased to 11.
