The slow-moving tempest dumped as much as four inches of rain per hour in some areas. A record 14-plus inches drenched Fayetteville, N.C., where the soil was already saturated from heavy September rainfall. Water rescue teams worked through the night Saturday to save thousands stranded in stalled cars and flooded homes.
