Cornwall: Facts and spin- the difference?

 A comment written elsewhere points towards Donald Trump being a climate change denier. Yes facts exist to support climate change is occurring but are they facts? Facts as they are called these days are not always 100% true as facts associated with Governments have some degree of spin and manipulation  in them. The facts with housing in Cornwall suggest that a minimum of 52,000 new homes must be built by 2030, this is due to the amount of people on the Homechoice register, inward migration and second homes. Yet the Homechoice register lists people that already live in homes, 25,000 homes which the Cornwall Local Plan say are needed have already been built, and second homes in some towns have been banned. This suggests that a maximum of 27,000 new homes must be built yet the Government says 52,000 must still be built. Why do Governments always hire spin-doctors to lie for them yet expect the public to believe every word they say? Is a fact manipulated by a spin-doctor still a fact?
