I had a similar dream of getting back from a trip, and being told by authorities I could not go into my house because my neighborhood had been evacuated, so I could only take what I had already packed from the trip I was returning from with me. I prayed over it for awhile, wanting to act from a place of faith not fear, but I know God has told me to keep a bag packed in the vehicle, and so I do. Blessings…..
