These are lifetime appointments, but if a bill puts forward legislation to limit their tenure on the court it would go along way in helping the 9th circuit with a check and balance that would keep it from deteriorating to the point that 80 percent of its cases are reversed by the Supreme court as is being done now.

They can be disbanded, disbarred, and charged with a high crime and misdemeanor, impeached and thrown in jail.
