For drinking water in drought, California looks warily to sea. Every time drought strikes California, the people of this state cannot help noticing the substantial reservoir of untapped water lapping at their shores. [now we can increase its salinity]

 

More than 1 million Californians don’t have reliable access to clean water. For residents who have unreliable water, the drought is merely a sideshow.
