We, the taxpayers of Britain, pay for its police force through the money taken via taxes. How come the public werent consulted regarding the sweeping changes to be brought in very soon? This is not democracy.
Lincolnshire Police went through an "intensive process" to find a private company to partner with and here Police Oracle shows you the stages they had to go through.
Lincolnshire has promoted the idea of public-private partnerships to deliver police services.
This comes off the back of heavy criticism for Surrey and West Midlands Police, which are now working in partnership on proposals to use private companies to help deliver some areas of policing. The Forces say this would not include patrols – which will stay with regular police officers and PCSOs.
Lincolnshire went through a “mountain of paperwork” on their way to securing the services of security giant, G4S, which will deliver a number of middle and back office functions for the force from April 1 this year.
A similar process may have to be gone through by Surrey and West Midlands if it is to be successful in finding a top bid.
This is how the Lincolnshire project worked:
1. The force places a notice in the Official Journal of European Union (OJEU) outlining the fact that it is looking to work with private companies
2. It adds the names of 10 national forces to its notice to strengthen the proposal. Their backing supports the plan and means they could consider coming on board in future
3. A “Bidders’ Day” is staged and 131 companies come along to show interest
4. Fifteen expressions of interest from companies are received by the force
5. Fifteen is reduced to 12 and then to five where “detailed conversations” are held with the remaining candidates
6. Five becomes two as G4S and Steria (in partnership with Reliance) go head to head
7. Following intensive dialogue the two companies submit a final tender document
8. An evaluation scrutiny panel carries out detailed analysis and chooses G4S ahead of Steria
9. Lincolnshire Police Authority gives its approval to G4S and after a period of “clarification”, where fine details are firmed up and changed, a contract is signed
10. Partnership set to launch on April 1 2012."
