Former Secretary of State Hillary Clinton often broke government policy by utilizing her own secret email server and top aides misled other department staff to cover for her, an inspector general determined in a record sent to Capitol Hill Wednesday.

Not only did her usage of the secret server shield her communications from open-records laws, but she also smashed department policy by failing to document several hacking attempts, the inspector general stated in an 83-page investigative report that is damaging in its findings.

After one of the 2011 hack efforts Mrs. Clinton’s tech staffer shut the server down for just a few minutes, hoping that would solve the problem, but quickly warned top aides not to send Mrs. Clinton “anything sensitive” after the attempted breach, in accordance with the report.

After an additional suspicious effort Mrs. Clinton stated she was nervous to open email – but neglected to document the matter.

“Notification is required when a user suspects compromise of, among other things, a personally owned device containing personally identifiable information,” the investigators stated. “However, OIG found no evidence that the Secretary or her staff reported these incidents to computer security personnel or anyone else within the Department.”

The emails have turned out damaging to Mrs. Clinton, the frontrunner for the Democratic presidential nomination.

Her campaign did not instantly respond to a request for feedback Wednesday morning, but she has stated her use of the secret email account was not a good decision.

Nevertheless, she’s adamant she did not break any laws and did not chance secure data.

The new record lays out many of the details of Mrs. Clinton’s server. The domain name clintonemail.com was registered on Jan. 13, while she was still serving in the Senate and before she was confirmed to be secretary on Jan. 21.

State Department staffers were frequently asked to help solve problems with Mrs. Clinton’s server and her devices, such as her Blackberry – especially in attempting to communicate between her secret address and the state.gov accounts utilized by most of her subordinates.

But the inspector general was not able to discover who gave the final authorization for Mrs. Clinton to utilize the odd arrangement. The department’s legal office stated it was not questioned to review or approve the setup, and was not aware of anyone else approving it – though some of them did email Mrs. Clinton on her secret account.

Mrs. Clinton, in a dazzling move, refused to work with the probe. All of her colleagues did: current Secretary John Kerry and former Secretaries Colin Powell, Condoleezza Rice and Madeleine Albright.

Mrs. Clinton’s staff was also hesitant, the investigators stated. Her chief of staff, deputy chiefs of staff and her technology gurus all refused to work with the probe.
