Johnson Space Center, also of NASA, is responsible for doing the calculations for the over 4,600 spots globally and they determine when ISS will be high in the sky to be seen above obstacles like trees and buildings. Apparently, ISS is the second brightest object in the sky at night, the first being the moon and so it can be seen on naked eye. You can get the alerts too if you wish.
