Government of India (GoI) has started to develop an advanced Emergency Response and Dispatch System to assist people in distress.
Taking a serious note of the growing atrocities being committed against women, GoI, under the Nirbhaya Fund, announced by the Union Finance Minister in the 2013 Union Budget, has allocated Rs. 321.69 Crores (US$ 51.4 Million) to rapidly develop and deploy an Emergency Response and Dispatch System that will essentially operate as a Computer Aided Dispatch (CAD) platform using GIS based call taking and GPS based Police vehicle dispatch system.
How will the platform work? Global Information Systems (GIS) when coupled with Global Positioning System (GPS) is expected to narrow down the exact location from where the call originated and help Emergency Personnel reach the spot a lot sooner.
Distress Signals and Emergency Alarms raised via Panic Buttons, Landlines, Mobile Phones, Mobile Applications or even special devices, should be able to convey the notice of ‘Assistance Needed In Emergency’ to the system. The System will have the capability to then Track and Trace the origin of the Distress Signal and dispatch qualified personnel to the spot. The 24X7 service will be integrated with existing Dial 100 All–Emergency Response System. It will also be integrated to Crime and Criminal Tracking and Networking System (CCTNS), State Service Delivery Gateway (SSDG) etc.
It is vital to note that Mobile Phone Companies have been routinely asked to augment their Cell–Phone Tracking equipment and narrow down the circular radius to 50 Meters. But so far these Telecom Companies haven’t done anything. Citing huge expenditure, these companies have dragged their feet.
Emergency Response Tracking and Deployment of Personnel is a very critical service that needs to be erected as soon as possible. Thankfully, the Government has estimated a time–frame of mere 9 Months. Do you think India will get the same up and running?
