Turned off webcam photographed me whilst i was visiting an alternative news/views website?

Following on from a previous article i wrote i have been conducting some research regarding not only Planet X but other conspiracy theories,views etc on a multitude of other subjects.
Whilst in the research mode i clicked a link to a website(which im not naming as not sure on copyright laws)and was redirected to the site to follow up my enquiries when i noticed my webcam flash directly at me!! I have never experienced this on any other website and was naturally shocked(Must have been a great picture!)
I have never even used my webcam and still dont know how to use it so just wondering who activated it and why when im visiting a declassified cia document site i had my picture taken?
Just a heads up as i’m probably now on some list hidden in a computer file somewhere-Make sure you are dressed and wearing make-up,i would hate to see myself in this picture(Pj’s,bed-head and no make-up-FAB!!)
Always stick a piece of none transparent tape over your webcam when not useing it.simple non tec answer to a high tec problem.
