Definition of 'Deep State'

It is a relatively new label birthed to describe a nebulous entity made known to us by President Eisenhower in his farewell address in 1961 – which he coined the 'Military-Industrial Complex'.

I think the 'Deep State' represents more than just Eisenhower's 'Military-Industrial Complex' – I think it has evolved and morphed into something even more evil – I think 'Deep State' now includes the Eisenhower concerns, but also the entrenched Leftists and Globalist bureaucrats and unelected petty functionaries at all levels of government who strive for goals that are abjectly opposite to the concept of Rightful Liberty.

Do you have a crisp, concise definition we can use going forward of the 'Deep State'?  It is most assuredly real, but we need to define it as best we can for future discussions, to avoid confusion and misconceptions.
