august 4, 2015 – The ACLU has released an incredibly awful video this morning which seems to show a Kentucky sheriff handcuffing an 8-year old who has ADHD. The Kentucky sheriff now stands accused of handcuffing not only the 8-year old boy, but also a 9-year old girl.
The ACLU has filed suit for both children as this violates the Americans with Disabilities Act.
The Sheriff, Kevin Sumner, not only restrains the child, but also humiliates him while he is cuffed. “You can’t swing at me like that, you can do what we’ve asked you or you can suffer the consequences.”

The boy is 3.5 feet tall and weighs 52 pounds. In the video, a stat is posted reading: Students with disabilities represent 12% of public school students but are 75% of all students subjected to physical restraint at school, says the U.S. Department of Education.
