During the government shutdown in October, 2013, executive branch agencies such as the National Park Service and U.S. Forest Service, aggressively barricaded public access to open air memorials, parking lots and roundabouts at Mt. Vernon, scenic viewpoints, and private businesses on public land. During the government shutdown in 1995, the Clinton administration did not shut down such sites.  Why did the Obama administration shut them down?
