ISTANBUL—Turkish Prime Minister Recep Tayyip Erdogan on Monday warned for the first time that Syria was headed toward civil war, issuing his starkest warning yet to the embattled regime of President Bashar Al-Assad and underscoring fears that the conflict could ensnare neighboring states.

Speaking alongside Norwegian Prime Minister Jens Stoltenberg in Ankara, Mr. Erdogan stressed that Turkey should play a pivotal role in preventing the conflict descending into civil war, but didn't spell out whether that role could include a military dimension.

"The structure which has now emerged, is heading to a religious, sectarian and a racist civil war. This has to be prevented," Mr. Erdogan said. "Turkey has to make its priority to take a role here. Because a civil war, which can emerge here, would also put us in distress. It also poses a threat for us." MORE
