Conditioning people takes time, and the NWO has had great patience to accomplish their selfish goals to achieve global domination.
It is no different when it comes to deceiving people to accept martial law conditions.
Take the Boston lockdown for example. People see it, and after the story dies down, another episode takes place, and over and over it happens.
In other words, to implant these ideas of lockdowns and police control as being NORMAL. Hence, martial law is NORMAL.
