A Permanent Infrastructure for Permanent War. As in prior military operations in the Greater Middle East, U.S. forces fighting IS have been aided by access to and the use of an unprecedented collection of military bases. The statement comes just days after Obama authorized doubling the number of U.S. troops in Iraq, further indicating that U.S. forces will have the “boots on the ground” presence that Obama initially pledged against.
