To download an electronic copy of a Federal Court filing from their PACER system costs 10 cents a page. You probably thought it was free, right? Well, the late Aaron Swartz thought they should be. And before he got into hot water for scraping millions of academic research documents from JSTOR, he was investigated for similar acts of information liberation from PACER. The FBI tried to develop a prosecutable case against him for these activities, and failed.
