The US Preventative Services Task Force (PSTF), a governmental operative agency which operatives under the control of the Department of Health and Human Services (DHHS), drafted guidelines that coerce medical doctors to encourage their patients to have an HIV test as a “preventative measure”.

The PSTF states that all Americans between the ages of 15 – 64, including pregnant women, should all be tested. Economic status is not a factor of concern as the PSTF claims that risks in behavior and social acceptability have escalated the incidents of HIV – infected individuals. HIV screening, it is recommended, can “focus research gaps” in scientific studies on teens and adults.

Dr. Douglas K. Owens, general internist and director of the Center for Primary Care and Outcomes Research in the School of Medicine at Stanford University, says that a “universal screening” would better serve the general public. Owens adds that when patients find out that they are HIV – positive, their sexual behavior becomes more cautious.

This mode of thinking supports the call for having every US citizen from 15 – 64 tested for HIV as the emphasis pushed is “the best way to reduce HIV-related disease and death is to avoid getting infected in the first place.”

Those pushing this initiative hope that it become as common place as routine check-ups. Even if Americans do not consider themselves at risk, the US government would prefer they submit to HIV testing to mitigate the instances of “spreading the virus to others.”

In July, the Food and Drug Administration (FDA) has approved Gilead Sciences’ Truvada, the first pharmaceutical drug to prevent the virus that causes AIDS.
Marketed as a preventative for people who at high risk of contracting HIV through sexual activies, Turvada is supported by public health advocates that believe this pill will slow down the spread of HIV. In America it is estimated that 1.2 million people have HIV. With this new antiviral drug, it is proposed that 240,000 HIV carriers will not be able to continue to spread the disease.

Gilead Sciences combined two separate drugs to create Truvada. The genetically engineering of the preventative is praised by the FDA to answer the assumption that condoms are not effective. The pharmaceutical corporations are working hard to convince the general public that their drugs are the only answer to our problems; whether with regard to healthcare or psychology or simply controlling social behavior as with addiction vaccine.

The UN General Assembly Special Session on HIV/AIDS in June declared that HIV was spreading exponentially and the international community was “intensifying” their efforts to combat the virus.

UNAIDS claims that intensely funding preventative measures like male circumcision and mother-to-child contraction of HIV must be a target; as well as distribution of contraceptives to low and middle – income families.

At the International AIDS Conference (IAC) in Washington earlier this year, Hillary Clinton, US Secretary of State, told the audience that: “The United States is committed and will remain committed to achieving an AIDS-free generation. We will not back off, we will not back down. We will fight for the resources necessary to achieve this historic milestone.”

Clinton revealed that the US would pledge new funding efforts to have males in the Southern regions of Africa circumcised while also directing money to research and development of drug corporation’s endeavors to stop HIV infected women from passing the disease to their children.

As part of the eugenics efforts of the global Elite, forced male circumcision has been happening in Africa under the guise of women’s rights. The UN’s International Criminal Court has presided over these alleged criminals and classified their sentence to forced circumcision as part of “humane efforts” to stop their behavior. Most of these “procedures” are conducted under mob rule with archaic disregard for human suffering. Kitchen knives, unsanitary conditions and lack of medical care afterward ensure that most of these victims do not survive long after their sentencing.

The global scientific strategy at the IAC was a coalition of international scientists working under the direction of UNAIDS to develop preventative measures, identifying human immune-responsive drugs and get them onto the market as quickly as possible.

By focusing their attention to coercive HIV testing to decipher who is infected, then treatment can begin and those infected can “no longer spread the virus.” The Centers for Disease Control and Prevention (CDC) and their Act Against AIDS campaign has recommended that HIV screening begin as early as 13 as a routine procedure.

All private and government – supported health-care providers are directed to inform their patients that:

• HIV screening will be standard unless they sign off on opt-out procedures
• Strongly recommend those deemed high – risk be tested annually
• Written consent for HIV testing is not required
• Verbal/general consent is sufficient; even from minors
• Prevention counseling be a definitive part of HIV screening

UN Secretary-General Ban Ki-moon asserts that contraceptives need to be accessed by teenage girls (or younger) to prevent “unintended pregnancies, unsafe abortions and sexually transmitted infections.” Ban says that: “Sixteen million adolescent girls become mothers every year, and every day, more than 2,000 young people contract HIV. We have a collective responsibility to drive these numbers down.”

Ban stated that the international community must take this challenge to provide abortion services and contraceptives to children because “we cannot ignore the facts. Many young people are sexually active . . . they may face risks to their health, including sexual violence.”
