I think it is both! 90% white police force for 70% black town! Kind of says it all! Would the people of Ferguson be out there today if they were policed by a black police force!
The white police force shows up in militaristic force, and starts pointing sniper rifles at everyone! That would cause me to go nuts, 100%!
I have a huge problem with this nazi military thing sweeping the country, but you point a rifle at an unarmed protester, or anyone else, and you are now the enemy!
