Can the author put some more color around this. He mentions a bill in congress that mentions a few terms.
Can you let the readership know what context these terms are in and in what cases would they apply?

Uhh yup. It’s not like people who believe these things are crazy, and it isn’t all baseless. There is an active LARGE group of individuals attacking the planet using these methods. Maybe not all of them, but certainly many of them. There is a reason there is relatively little crime compared to the whole of the Planet. Because most of the evil being done, is hidden behind thousands of circling veils of secrecy, in which no one will find them easily. Information gets leaked out on occasion, and we make assumptions based on the acts and evidence of those around us that may be involved, and what groups try to get passed as law.
Tin foil hats and conspiracies. Those words and labels were MADE by our government, to keep the general populace from feeling as if such people are insane. Anything labeled as such is simply an investigation into the truth behind officials. Trying to think like the criminally insane, so you can know what they are doing. Pretty sure trying to think like the criminals you want put to justice is part of the job of investigators. Which is essentially what theorists are. Investigating possibilities of those in power, and in the dark.
