The commentator is making a mistake. First of all the system off the West Coast is a Strong High pressure since winds rotate clockwise. Winds are coming from the North and Northwest in Southern California and blow southerly to the West of the center of the High Pressure System. This lends itself to HIGH PRESSURE not LOW PRESSURE where the wind flow is counterclockwise. I do agree the System near Iceland is Low Pressure.
