GOVERNANCE: all processes of governing, whether undertaken by a government, market or network, whether over a family, tribe, formal or informal organization or territory and whether through LAWS, norms, POWERor LANGUAGE. It relates to the “processes of interaction & decision making among the ACTORSinvolved in a collective problem that lead to the creation, reinforcement or reproduction of SOCIAL NORMS & institutions.
PUBLIC GOVERNANCEoccurs in 3 broad ways:

Through networks involving PUBLIC-PRIVATE PARTNERSHIPS (PPP) or with the collaboration of community organizations.

Through the use of MARKET MECHANISMS whereby market principles of competition serve to allocate resources while operating under government regulation:

Through top-down methods that primarily involve GOVERNMENTS and the STATE BUREAUCRACY.
WE THE PEOPLE seem to forget that “Consent of the Governed” is consensual only. If the ONE people came together and took a stand and stated “I DO NOT CONSENT TO BE GOVERNED”, by their laws all elected officials must step down. But the people must ASSUME their responsibilities which they gave away to be governed.
Education, caring for the elders, and orphans and etc. It is time we come together as ONE people in order to stop the crimes against HUMANITY!
