The Council of 9 is a secretive elite ruling group. It is safe to say that nobody knows their names. They relegate Rockefeller and Rothschild to secondary positions. George Soro is merely their errand boy. They make the decisions on where humanity is going. They will make the decisions that visible globalists from the Bilerberg will carry out. They will determine when and if disclosure of any ET contact will take place. The Council of 9 could instead decide to execute Operation Blue Beam and initiate a fake alien invasion in order to force world unification.
