Tepco to pump up highly contaminated groundwater for potential discharge today / Drainage plan submitted to NRA

Tepco plans to discharge contaminated groundwater around the reactors having bypass and frozen water wall fail [URL]
Tepco is planning to discharge groundwater pumped up around the reactor buildings.
They are already submitting the sewage system plan to the government of Japan.
The water is from “sub-drains” installed around the reactor buildings.
Fukushima plant is originally designed to constantly pump up the groundwater from these drains because of the high volume of groundwater.
However they couldn’t use them because of the extremely high level of contamination after 311. From the data of late 2012, Strontium-90 density was 56,000 Bq/m3 in water pumped up from one of the sub-drains. (cf, 56,000 Bq/m3 of Strontium-90 measured from sub-drain of reactor2 [URL])
In order not to use these sub-drains, Tepco and the government of Japan proceeded bypass project and frozen water wall project, but neither of them are showing any results. Apparently Tepco is admitting these projects are failing and is going to discharge the pumped up water to the Pacific.
Tepco states they can’t stock the pumped water due to the shortage of contaminated water storage.
The water is supposed to be “purified” before discharge, but multiple nuclide removing system ALPS (Advanced Liquid Processing System) has never been in full operation.
Moreover, Tritium cannot be removed by ALPS. Tritium density in pumped up water was 110,000,000 Bq/m3 last summer. (cf, 110,000,000 Bq/m3 of Tritium from sub-drain of reactor1 [URL 2])
Tepco announces they are going to obtain the approval of the local fishery agencies. They explain currently 200 t of contaminated water flow to the Pacific every single day without purification. Discharging pumped contaminated water would improve the current situation.
They are also going to pump up contaminated water from seaside area to discharge as well.
On 8/11/2014, Tepco announced they are already pumping up highly contaminated water from 14 wells including the sub-drain “for a test”.
They state they will not discharge it without the approval of local fishery agencies, however this pumping up is certainly on assumption to discharge the water to the Pacific.
On the same day, Tepco also submitted the drainage plan to NRA (Nuclear Regulation Authority) already.
Tepco is already discharging “bypass contaminated water” by diluting Tritium density to mix with less contaminated water. Apparently they are trying to make people gradually used to contaminated water discharge.
