Many people in the independent media have reported that an estimated 28,000 pastors were recruited by FEMA/DHS, as part of the Clergy Response Team, and that their initial and primary training was to tell their flock to obey the DHS version of Romans 13. Romans 13, in the King James version of the Bible, begins:

“Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God.” Romans 13:1

Many of us have been quick to point that this bastardization of the Romans 13 is designed to force compliance to government edicts who might not otherwise comply.

Certainly all governments are not established by God. Were the governments of Stalin, Hitler, Pol Pot, all ordained by God? What about George the III? Most people in the independent media think that this is the extent of the threat posed by the existence of the Clergy Response Teams.

Romans 13 Is Just the Tip of the Iceberg

I have discovered that the Clergy Response Teams are taking on much more nefarious duties and it can be accurately stated that the pastors associated with the DHS/FEMA/Clergy Response Teams are going to be doing a whole lot more than encouraging their flock to obey the government.

On December 9, 2014, I conducted a telephonic interview with Pastor Walt Mansfield. Pastor Mansfield was among the first of the pastors recruited to become a part of the Clergy Response Team. The revelations he conveyed to me about this program had pastors doing a whole lot more than preaching Romans 13. But before going to the disturbing contents of the interview, let’s take a look at relevant legislation which helps to legitimize Pastor Mansfield’s outrageous claims.

Background Legislation

ndaa fema campsOn December 31, 2011, President Obama signed the National Defense Authorization Act (NDAA) into law which in addition to allocating $662 billion to the Pentagon also contains a measure which allows U.S. citizens to be taken into custody and held indefinitely without ever being charged with a crime.

Not only can any citizen deemed a threat to “national security interests of the United States,” be held forever without receiving a trial, but the military will be the ones arresting those citizens.

NDAA Section 1022, subsection c allows “(1) Detention under the law of war without trial until the end of the hostilities authorized by the Authorization for Use of Military Force.”

fema camps superdomeThe National Emergency Centers Act or HR 645 mandates the establishment of “national emergency centers” to be located on military installations for the purpose of to providing “temporary housing, medical, and humanitarian assistance to individuals and families dislocated due to an emergency or major disaster,” according to the bill.

The legislation also states that the camps will be used to “provide centralized locations to improve the coordination of preparedness, response, and recovery efforts of government, private, and not-for-profit entities and faith-based organizations”.

The bill also provides that the camps can be used to “meet other appropriate needs”, as determined by the Secretary of Homeland Security. This a carte blanche mandate that many fear could mean the forced detention of American citizens in the event of widespread rioting following a national emergency or a total economic collapse.

Pastor Mansfield’s “Insider” Revelations

Pastor Mansfield was recruited to become a member of the Clergy Response Team which would operate under the control of NOVAD and DHS. Mansfield’s revelations about his experiences are stunning and concerning at the same time.

Pastor Mansfield attended several briefings and he could barely believe his ears. He learned of the government’s plan to enact martial law as well as to implement forced population relocations. Mansfield emphasized that when martial law is enacted, the enforcement would be immediate. In other words, family members will be separated from each other and part of the training that the clergy received was how to comfort separated family members.

Pastor Mansfield emphasized that the FEMA/DHS drills were predicated on bioterrorism. The pastors were trained to go to homes were people refused to be relocated by the authorities and  their immediate job was to convince the reluctant to willingly go to the relocation camps. Ostensibly, this was to be done in lieu of sending in the SWAT teams.

I asked Mansfield if FEMA camps were real and he stated that much of the clergy training focused around this scenario of pastors operating within the forced relocation centers. The main goal of a pastor assigned to a FEMA was to bring order and encourage compliance with DHS requests, hence, the emphasis on Romans 13.

The pastors were forced to sign non-disclosure. Interesting, the pastors were told not to quote Scripture. The DHS document which was prepared for the pastors clearly stated that Scripture had been used to “oppress” people in the past and the presenters strongly discouraged the its use. Please see the following excerpt from one of the DHS training manuals:

Healing Scripture and Prayer In the Pastoral Crisis Intervention

“During a time of crisis people do go through a  “crisis of faith.”

Sometime quick mention of God and scripture may not be helpful. As we all know the Scripture has been used to oppress, dominate and at the same time used for healing and reconciliation- renewing of relationship with God and people. If the pastor senses it is appropriate to use the scripture and prayer, it must carefully be done for healing of victims not to uphold pastoral authority.” (Page 14)

In other words, all legitimate pastoral authority was abrogated by the pastors who participated in the roundup of American citizens.

Also on page 14 of the same training document, pastors were admonished to avoid“Unhealthy God talk….” Specifically pastors are ordered to avoid using references to God when helping people cope with the loss of a loved one:

“4. God must have needed him/her more than you.”

“5. God never gives more than we can handle.

Pastor Mansfield also revealed that pastors will be issued badges under the Clergy Response Team program. Any pastor not displaying the badge, indicating that they have been trained under these guidelines, will not be permitted into the established and designated “DHS safety zones”. This reminds me of the banishment of religious figures from Plymouth Colony who, in good conscience, refused to go along with some of the extremism of that day. Along these lines, the Clergy Response Team is also a “Kool-Aid drinking program”. Pastors are absolutely forbidden to publicly to speak about any aspect of the program. If you were to ask your pastor if they are a FEMA trained pastor, they will not likely tell you.

Disturbingly, Pastor Mansfield reiterated several times that the number one job of these pastors is to calm down people and encourage their compliance within the people’s new surroundings.

Pastor Mansfield also stated that pastors will be utilized as informants. This violates the legal privilege of confidentiality between pastor and church-goer, that is currently recognized by law. All church-goers can no longer trust the sanctity of personal confessions and revelations made to pastors, priests or rabbis’. This one illegal act by DHS completely undermines the Christian Church in America!

Summary

What pastor could, in good conscience, participate in this heinous program? Mansfield told me that there are an estimated 28,000 FEMA trained pastors. The pastors in America are being coerced to participate because when an emergency is declared, no pastor, who does not have the “FEMA-trained government badge” will be allowed to be in a declared “emergency” area. Pastor Mansfield felt strongly this was the government’s way of removing Jesus from America’s landscape and set the stage for the ushering in of a new-age religion.

It is mindboggling to fathom how so many reporters and media types deny the existence of FEMA camps under these circumstances. It is also disturbing that any pastor would agree to participate in a program in which Jesus and the Bible end up on the cutting room floor.

Since interviewing Pastor Mansfield, I have been contemplating the potential wisdom of Aleksandr Solzhenitsyn in which made the following quote:

Solzhenitsyn once said that
“We should have resisted the KGB at the front door. If the KGB thought that they might not go home that night, the Russian people might have had a different fate”.

Romans 13:1 Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God.

The first verse of Romans 13 is all about one word and that word is POWER. Three times in this first verse God puts emphasis on this one word. God points out that every soul is subject unto this power and that it is a higher power, higher than every soul. Second God points out that there is no power except from Him. Thirdly it is God that ordains His power.

Psalms 62:11 God hath spoken once; twice have I heard this; that power belongeth unto God.

One of man’s hardest thing’s to except is the truth that only God has power. Man wants to believe that they have power without God and even try to insert it were no power is given. Nowhere in this first verse does it mention to whom God ordains this power. It only speaks of the power of God as being a higher power and every living soul subject unto it.

Romans 13:2 Whosoever therefore resisteth the power, resisteth the ordinance of God: and they that resist shall receive to themselves damnation.

If you put yourself in opposition to this higher power of God. Then you are standing against God’s order of things. The consequence is condemnation of your wrong decision. The judgment for being in opposition to the power of God can be mild or even as severe as death. Now again nowhere does God mention to whom he ordains this power in verse two.

Romans 13:3 For rulers are not a terror to good works, but to the evil. Wilt thou then not be afraid of the power? do that which is good, and thou shalt have praise of the same:

In verse three we see the word rulers and from the context of this chapter we can derive that they are rulers of the higher power of God. Still no mention of whom these rulers are. The context continues with the power of God. This is the fifth time the word power is used. The power of God and those that rule with it are not a terror to good works, but to the evil. These same rulers who fights against the works of evil with the power of God will praise you if you are doing that which is good.

Romans 13:4 For he is the minister of God to thee for good. But if thou do that which is evil, be afraid; for he beareth not the sword in vain: for he is the minister of God, a revenger to execute wrath upon him that doeth evil.

Finally in verse 4 it is revealed who the higher powers of Romans 13 are and what they do. They are ministers of God that beareth not the sword in vain. The sword is the word of God.

Ephesians 6:17 And take the helmet of salvation, and the sword of the Spirit, which is the word of God:

The word beareth means to wear like a garment. The minister of God does not wear the word of God in their heart and mind for not. They take that word and use it to discern between good and evil. They take that same word and uses it as a sword to execute wrath upon evil and minister good to the people of God.

Twice in verse 4 of Romans 13 God mentions who the higher powers are. He calls them out by name as ministers of God, who are ordained of God, rulers of the powers of God, using the sword of the spirit, which is the word of God.

Let’s take a look at an example of a minister of God executing wrath upon them that doeth evil.

2Kings 1:2 And Ahaziah fell down through a lattice in his upper chamber that was in Samaria, and was sick: and he sent messengers, and said unto them, Go, enquire of Baalzebub the god of Ekron whether I shall recover of this disease.

The king of Samaria one day fell out the window in his upper chamber and became wounded. In those days there were no hospitals so he sends messengers to inquire of Baalzebub the god of Ekron.

2Kings 1:3 But the angel of the LORD said to Elijah the Tishbite, Arise, go up to meet the messengers of the king of Samaria, and say unto them, Is it not because there is not a God in Israel, that ye go to enquire of Baalzebub the god of Ekron?

This King happens to be a King near God’s country, a nation full of God’s people. Therefore God sends a minister unto the messengers to correct them. If you could read the latter part of this verse in its original form after the word say the next Hebrew word is elohiym {God which hast made heaven, and earth, and the sea, and all that in them is} and it is this God that is the God of Israel. When the minister of God meets the messengers of the king he makes discernment. God in Israel, ye go to enquire of Baalzebub the god of Ekron. Had the messengers carried out the orders of the king they would have come back as messengers of Satan. Elijah intercepts them and sends them back as messengers of God.

2Kings 1:4 Now therefore thus saith the LORD, Thou shalt not come down from that bed on which thou art gone up, but shalt surely die. And Elijah departed.

Like we learned in Romans 13:2 to set one’s self against the order of God is damnation. In this case the arrangement is God the creator of the heaven and earth is the God of Israel and this king sought after Baazebub the god of Ekron and the judgment was death. This was the message that was sent back to the king and all the king’s men heard it.

2Kings 1:9 Then the king sent unto him a captain of fifty with his fifty. And he went up to him: and, behold, he sat on the top of an hill. And he spake unto him, Thou man of God, the king hath said, Come down.

These 51 men knew what the message was, that God is the God in Israel, and their commander in chief was going to die because he sent to enquire of Baazebub. At this point they are carrying out unlawful orders and come with force to take custody of Elijah against the freedom of his will.

2Kings 1:10 And Elijah answered and said to the captain of fifty, If I be a man of God, then let fire come down from heaven, and consume thee and thy fifty. And there came down fire from heaven, and consumed him and his fifty.

This was 51 good Samaritans just following orders from their Commander n Chief. What happen? Lets consider the messengers first who didn’t follow the orders of the king and why. When the messengers met Elijah and heard the word he spoke they recognized it to be the truth. A light bulb went of in their head when he reminded them that it was God the creator of the heaven and earth who was God in Israel not Baazebub. The logical conclusion was to turn back instead of following the king’s order. These 51 soldiers didn’t come to the same conclusion. They decided to carry out the king’s order and take Elijah by force if need be. When they arrive Elijah is at the top of the hill, a man just carrying out the orders of God. The 51 soldiers are at the bottom of the hill carrying out the orders of their Commander n Chief, who is under the influence of Satan. Elijah, the minister of God, executed wrath upon them that doeth evil.

2Kings 1:11 Again also he sent unto him another captain of fifty with his fifty. And he answered and said unto him, O man of God, thus hath the king said, Come down quickly.

Now this second set of 51 soldiers knew what the word of God was and they knew what happen to the 51 soldiers that went before them. Nevertheless they decided to carry out the orders of their Commander n Chief. These type soldiers from the word of God are soldiers for the money.

Matthew 28:15 So they took the money, and did as they were taught:

It’s not about the cause. They choose by the freedom of their will to be soldiers for the money and they will take the money and do what money has taught them to do. So in this case money taught them to go get the man of God because of the word he spoke. When they arrive at the bottom of the hill 51 of their comrades lay dead before them. By now a light should be going off in their understanding. Instead their situation awareness is dull, the ability to discern is clouded. Because they are soldiers for the money, they proceeded even more boldly then the previous soldiers by demanding Elijah come down quickly.

2Kings 1:12 And Elijah answered and said unto them, If I be a man of God, let fire come down from heaven, and consume thee and thy fifty. And the fire of God came down from heaven, and consumed him and his fifty.

Fire from heaven in the bible is sometimes referred to as lighting. It doesn’t always mean lightning you have to read the context to discern. Here in this context it would be safe to say that bolts of lighting fell from the sky and struck 51 Samaritan soldiers who were carrying out works of evil in the land of God against a minister of God. Twice this happened.

Genesis 41:32 …it is because the thing is established by God, and God will shortly bring it to pass.

This is an established truth. If you are in a Nation full of Gods people carrying out orders from leaders who are inquiring of Satan and you come upon a minister of God who beareth not the sword in vain. There will be divine intervention. WORD.

Ministers of God know that this power is available and they know how to use it. James and John the sons of Zebedee were not surnamed the sons of thunder for nothing.

Luke 9:54 And when his disciples James and John saw this, they said, Lord, wilt thou that we command fire to come down from heaven, and consume them, even as Elias did?

James and John were ready to command fire to come down from heaven when they ask Jesus if it was ok. Jesus rebuked them, not because the power wasn’t available, but because they didn’t make proper discernment. The situation at hand didn’t merit such response. All the Samaritans did was reject Jesus, exercising their God given freedom of will. Had the Samaritans been pursuing Jesus and his disciples with evil intent the response would have been different.

Three times Elijah, the minister of God, executed wrath upon them which doeth evil. Beginning with the King and then twice with the Kings men. The bible is full of examples where ministers of God execute wrath upon evil. You could write a book on the subject, just using the examples of men like Moses, David, and many others.

Romans 13:5 Wherefore ye must needs be subject, not only for wrath, but also for conscience sake.

Not only is a minister of God an executer of wrath upon evil but also a minister for conscience sake. A good example would be when the messengers went to enquire of Baazebub the god of Ekron. They began their mission with all good conscience, until they met the man of God. Elijah enlightens them and they became conscience of the truth. Sparing them from unconsciously becoming messengers of Satan. Conscience is where discernment of good and evil is made, the ability to know right from wrong. Knowledge is what feeds the conscience. This is a great subject of study but for this teaching we will briefly mention it. The first time this word conscience is used is in.

John 8:9 And they which heard it, being convicted by their own conscience, went out one by one, beginning at the eldest, even unto the last: and Jesus was left alone, and the woman standing in the midst.

We find the first usage of this word in the context of the scribes and Pharisees bringing unto Jesus a woman caught in the very act of adultery and setting her in the mist of the people he was teaching. This they did that they might catch him like they did the woman.

Psalms 35:21 Yea, they opened their mouth wide against me, and said, Aha, aha, our eye hath seen it.

This was a catch 22; if Jesus would have said obey the Law of Moses. They would have had him arrested for advocating murder against the carnal Law. If he would have said let her go. They would have caught him disobeying God’s word and discredited him as being the true Messiah. Jesus doodles in the sand. This he did because the answer to his situation wasn’t written in the word of God given unto Moses. He had to rely on word of knowledge via the spirit of God that was upon him. Jesus wasn’t conscience of the answer so he asks God, then doodles in the sand waiting for the answer. God who is spirit communicates the answer to the spirit that is upon Jesus and the spirit that was upon Jesus brings the answer to his conscience mind. This is how word of knowledge works.

John 14:26 But the Comforter, which is the Holy Ghost, whom the Father will send in my name, he shall teach you all things, and bring all things to your remembrance, whatsoever I have said unto you.

This is speaking of the spirit that God gave to all his kids today. This spirit will bring to your conscience all the word of God you have read and retained at the right time depending on your situation. If the answer to your situation is not written in the bible then God will give you revelation via the same spirit and bring the answer to your conscience.

The word conscience in Romans 13 in its verb form is the Greek word suneido which is a compound word comprised of two different Greek words. sun and eido The word sun is translated into the English word (with) 123 times. The word eido is used 667 times in the bible and means (knowledge). Conscience is to be with knowledge, have knowledge and be aware, awake.

John 8:7 So when they continued asking him, he lifted up himself, and said unto them, He that is without sin among you, let him first cast a stone at her.

John 8:8 And again he stooped down, and wrote on the ground.

John 8:9 And they which heard it, being convicted by their own conscience, went out one by one, beginning at the eldest, even unto the last: and Jesus was left alone, and the woman standing in the midst.

When Jesus finally gets the answer and speaks the words, He that is without sin, all the men had knowledge of sin and therefore was convicted by their own conscience. In other words their conscience was telling them they didn’t qualify go home. Our conscience at one time or another has convicted all of us. The second time this word conscience is used is in the book of Acts.

Acts 23:1 And Paul, earnestly beholding the council, said, Men and brethren, I have lived in all good conscience before God until this day.

We find the second usage in the context of the apostle Paul being brought before the chief priests and all their council to give account as to why all Jerusalem was in an uproar. He begins his appeal by saying he had lived in all good conscience before God until this day. The key word here is until. This was a really bold statement considering Paul’s history that later said.

Acts 26:9 I verily thought with myself, that I ought to do many things contrary to the name of Jesus of Nazareth.

Ac 26:10 Which thing I also did in Jerusalem: and many of the saints did I shut up in prison, having received authority from the chief priests; and when they were put to death, I gave my voice against them.

Acts 26:11 And I punished them oft in every synagogue, and compelled them to blaspheme; and being exceedingly mad against them, I persecuted them even unto strange cities.

Paul was a Pharisee before he was walking down the street one day and blinded by the light. A Pharisee is the equivalent to the modern day reverend, someone who has taken the position of Moses as a leader of God’s people. Paul was very zealous in his religion even to the point of persecuting them that didn’t believe the same and thinking that he was doing God a great service.

1Timothy 1:13 Who was before a blasphemer, and a persecutor, and injurious: but I obtained mercy, because I did it ignorantly in unbelief.

Paul obtained mercy from God for his injurious persecution against the people of God because he did it ignorantly in unbelief. The word ignorantly means the same in the Greek as it does in the English, [without knowledge] which is the opposite of conscience.

Paul had no idea that his actions were in opposition to Gods way. He earnestly thought he was doing Gods work and prided himself in the accomplishments he had achieved. This is why it is of necessity that you yield to the admonition of a minister of God for conscience sake.

    2Timothy 2:25 In meekness instructing those that oppose themselves; if God peradventure will give them repentance to the acknowledging of the truth;

A minister of God will instruct those that oppose themselves with the truth of Gods word usually through reproof and correction, which is instruction in righteousness. Then it’s up to the noble Christian to search the scriptures and see whether these things are so. If the person acknowledges the truth then repentance is given, which means they will change direction. Like the messengers did when they met Elijah. They acknowledged the truth and turned back. Paul when he was walking down the street and blinded by the light acknowledged the truth and changed his actions from persecuting the church to becoming its leader.

Now if you become conscience of the truth and acknowledge it not then like Paul in the book of Acts 23:1 you will find yourself in a world of hurt. Paul had lived his life in all good conscience before God until that day. On that day and the days prior God had warned Paul on many occasions not to go to Jerusalem.

Romans 13:6 For for this cause pay ye tribute also: for they are God’s ministers, attending continually upon this very thing.

This is the third time in the book of Romans chapter 13 that God makes mention of who are the rulers of his higher powers. They are God’s ministers. Since they attend continually upon the conscience of the church and executing wrath upon evil. God puts emphases in verse 6 with, For for this cause, pay tribute.

Its clear from these first 6 verses that God is not talking about Government but ministers of God he calls them out by name 3 times. Yet when you read these verses in the niv, nkjv, esv any many other versions of the bible they change the words to mean Government. The only mention of Government is in the next verse.

Romans 13:7 Render therefore to all their dues: tribute to whom tribute is due; custom to whom custom; fear to whom fear; honour to whom honour.

Tribute to whom tribute: tribute is do to the minister and tribute is do the Government.
