House Democrats moved to grant fast-track authority to allow President Obama to negotiate the major trade proposal called the Trans-Pacific Partnership (TPP), but defeated the Trade Adjustment Assistance (TAA) measure, which would provide workers assistance if they lost jobs do to trade deals, dealing a blow to Obama.
