Research says policies and subisides for plug-ins wrong

A new paper from research professors at Carnegie Mellon University, Arizona State University, and an engineer at the RAND Corporation says that subsidies and policies targeting plug-ins with small battery packs would produce more benefits at lower cost. Contrary to current policies and subsidization schemes.
