This is the location where doomsday believers think that they will be rescued in UFOs that are located within the mountain. These UFOs are apparently going to take this group to unknown parts in the universe. You can find an updated report on the events going on at Pic de Bugarach here. There were several UFO Sightings at Bugarach (also here) back in April 2012.

As for this video, it is making the rounds, it is under one minute which is suspicious to begin with and there is no reference point (mountain, village, people, sign) to give this video any credibility. So take it for what it is worth.
