Two months sounds more like implementation and establishment than any exercise. It will cut off the southern border for anybody who suspects they will become a dissident and wants to flee, as well as cutting off ammo supply-routes for the militias. It also cuts off the Caribbean. And there’s no reason why the elite will want to end it. That would be like the Mafia trying out a new racket, then after discovering its advantages they walk away from it.
