Chinese citizens were outraged this summer by a preschool abuse case in Guandong province. Caught on surveillance camera, this kindergarten teacher throws a speech-impaired child to the ground for refusing to cooperate. Cases like these have made Guangdong Province look at the root of the abuse in kindergarten classrooms. One factor that stood out is the lack of teacher training these teachers had before they were hired. [Wu Tanwei, Spokesman for Educational Sector of Guangdong Provincial Committee]: “Currently, at least 70 percent of kindergarten teachers in Guangdong province have not been professionally trained. They should be properly trained and licensed before working as kindergarten teachers.” China Central Television reported that only 10% of all kindergarten teachers in Guangdong Province hold a bachelors degree. While public education is still the most common in China, private kindergartens have sprung up to ease state budgets. Many private kindergartens try to survive on tuition alone, but with no government support, they have to keep costs low by cutting corners. One of the ways they cut corners is by hiring unqualified teachers with very low pay and not giving them training. Starting in 2013, Guangdong Province will require kindergarten teachers to be certified before they can teach in a classroom.
