Homeland Security Agencies Exempted From Racial Profiling Rules. Key security agencies in the United States are expected to be exempted from new Justice Department rules announced by President Barack Obama’s administration to reduce racial profiling by federal law enforcement. The exemptions will permit Homeland Security agencies, including the Transportation Security Administration (TSA), Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP), to continue to use racial profiling, according to The Washington Post.
