Home health care providers are protesting efforts by Gov. Maggie Hassan to use a surplus in their program to fill budget holes in other areas.
Funding for home care services and nursing homes sparked controversy earlier this year when the state's health department proposed using surpluses from both to fill a projected shortfall in its budget, rather than increasing Medicaid reimbursement rates.
