You obviously don’t know much about the naming system for tropical storms.
It’s an INVEST (i.e., area of investigation) until winds hit tropical storm strength. Then it gets a name. Once the winds get to hurricane strength, then it’s a hurricane. That sentence is absolute rubbish. Invest 99L Hurricane?!?!?!?!
