Fifteen years after 9/11, Islamist terrorism is going viral, and the threat facing our country is as high as ever. It has never been more apparent that the United States and its allies are in a generational, ideological struggle against a determined enemy and that we are not winning.

Homeland Security Committee Chairman Michael McCaul (R-TX) released a new national counterterrorism strategy outlining how we can turn the tide of terror, protect America, and defeat terrorists.
“The recent arrest in Maryland of an ISIS supporter plotting to kill a U.S. service member and the attacks in Minnesota, New York, and New Jersey are stark reminders that Americans face a serious Islamist terror threat at home,” Chairman Michael McCaul said in a statement.
The alarming surge of ISIS and al Qaeda-linked violence across the West is, in large part, fueled by a jihadist movement that is deeply entrenched in critical regions across the globe. Not to be outdone, hostile state actors like Russia and Iran continue to exploit a power vacuum, extending their own influence at America’s expense while also stoking the very conflicts that help sustain terrorist groups.
According to Rep. McCaul, “As radical Islamist terror continues to sweep the globe, it has become clear that we are not winning the overall fight against it. There are now more terrorist foot soldiers and safe havens than any time in modern history, and our enemies have alarming momentum. They are reaching deep into the heart of the Western world—including our own communities—to spread their hateful ideology and perpetrate violent acts.”
McCaul further stated: “[We recently] saw again that our homeland remains a terrorist target, and they have attacked our allies in places like Paris, Brussels, Nice, and beyond. Yet in recent years our strategy and policies have failed to roll back the threat, let alone contain it. That is why I’ve produced a new, national counterterrorism strategy aimed at reversing the tide of terror and protecting our great nation. The eyes of the world are now upon us, and American leadership is needed to defeat this evil. My plan is a guidepost—for Congress and the next president—to do what is needed to win this generational struggle.”
