With courtrooms as the one notable exception, North Carolina State Sen. Jeff Tarte wants residents of his state to be able to obtain a permit allowing them to carry guns with few restrictions – even into areas deemed ‘Gun-Free Zones.’

The Republican legislator proposed Senate Bill 708 recently, which he dubbed the Homeland Security Unrestricted Concealed Handgun Permit. If successful, the resulting law would remove existing regulations for those who secure the permit.

“Theoretically,” Tarte said in describing his bill, “you’d be able to carry in a facility that has ‘No Guns Allowed’ signs.”

He did acknowledge that certain other considerations – including how to handle private property owners who disallow guns on the premises – must be addressed before any such law can be implemented.

Nevertheless, he touted the benefits of such increased permission.

“First,” he explained, “while police do a great job, in most of the situations where you have mass murders, it happens in an instant and there’s no time for police to respond.”

Obtaining the proposed permit would not be a simple task, however. Tarte explained that, due to the level of training, background checks, and fees of as much as $1,000, he predicts just a few hundred North Carolinians would apply. Still, some gun control advocates in the state are opposed to the idea.

Van Duncan, the Democrat sheriff of Buncombe County, admitted he is not well-versed on the particulars of Tarte’s proposal; however, he did opine on the general idea of allowing guns in more places.

“You’re taking the highest level of force and giving it to folks you have no control over,” he said.

He is getting some support from fellow Republicans in the state legislature, though. State Rep. George G. Cleveland sponsored a bill designed to remove certain permitting restrictions in the state. He shared a succinct defense for liberal access to firearms.

“The more guns we have in society,” he concluded, “the politer society will be.”
