Congressman Calls Out Defense Secretary: “You Are In Violation of the Law” (Video)
Especially in light of the recent Belgium attacks, leave it to the Obama administration to fail to provide a strategy for dealing with the Middle East and countering violent extremism that should have been turned in no later than February 15, 2016, as required BY LAW under the National Defense Authorization Act (NDAA) of 2016. In the first video below, Rep. Mac Thornberry (R-Texas), chairman of the House Armed Services Committee, hammers a stammering Defense Secretary Carter this week when he can’t answer the simple question, “Do you not agree that you are in violation of that law?”
When the report was first due roughly 5 weeks ago, Thornberry said:
“Failing to comply with the report deadline represents more than a failure of strategic vision for the White House, it’s a lost opportunity for the Administration and Congress to work together on a common approach to face this threat.”
In the first video, I explain why it’s so disgusting the Obama Administration has failed to follow this part of the law, when you consider the parts Obama was VERY particular about, and stuck to perfectly!

What’s so disgusting about the Obama Administration’s failure to provide a plan for dealing with terrorism in the Middle East, is the parts of the NDAA the Obama Administration has been adamant about sticking to. When first presented with the NDAA back in October, Obama vetoed the bill for two primary reasons:
1. In the original version of the bill, Obama opposed limits on how to transfer Guantanamo prisoners. He wanted more leeway… gee… ya think? Naturally, the dishonest mainstream media didn’t mention much about the veto, but they did at least give the prisoner issue honorable mention.
2. It almost goes without saying that of course the media didn’t report on the much larger reason Obama vetoed the first version of the bill, which was because It did not provide funding for the United States to continue the conflict in eastern Ukraine by offering lethal aid to the Ukrainians fighting off Russia’s advances in Crimea.

The third video talks a bit more about the $300 million slush fund made available to the Secretary of Defense, in coordination with the Secretary of State, to provide appropriate security assistance and intelligence support, including training, equipment, and logistics support, supplies and services, to military and other security forces of the Government of Ukraine, to continue provoking the Russians according to the website of the U.S. Congress.

Rep. Bradley Byrne (R-Ala.) confronted Defense Secretary Ash Carter at a House Armed Services Committee hearing Tuesday about the White House missing its February 15th deadline to deliver an ISIS strategy to Congress especially in light of the recent terrorist attacks in Brussels.
“Mr. Secretary, obviously we are hearing today of tragedy – tragedy for the Belgians, tragedy for the world. ISIS has now taken responsibility for the murders this morning. We had a Marine that was killed last weekend in Iraq,” Byrne said.
“We have a law that we passed called the National Defense Authorization Act. It required you to submit to the Congress by February 15th a plan for defeating these people,” Byrne continued, telling Carter, “I know you told the chairman that it was imminent. You have failed to do it by February 15th. You are in violation of the law.
“When an average American violates the law, there are consequences,” Byrne said, asking, “Would you care to explain to the committee why there shouldn’t be consequences for your failure to follow the law that was signed by your president?”
“It will be in front of you imminently,” Carter replied.
“Mr. Secretary, that’s not my question,” Byrne emphasized. “The statute says you shall do it by February 15th. Do you not agree that you are in violation of that law?”
“We are prepared,” Carter replied again. “We are going to submit that report. It has taken some time.”
“I’m going to ask you again,” Byrne said. “Do you not agree that you are in violation of the law?”

“We will have that report to you shortly, congressman,” Carter said.
“I don’t think that’s a satisfactory response. When we pass a law around here, it means something. Now people’s lives are at stake. You know that better than any of the rest of us,” Byrne said.
“Well, people’s lives aren’t at stake over a report. We have a strategy,” Carter interrupted.
“I don’t think it is too much to ask that you comply with the laws that we pass and the president signs, so it is not sufficient for you to say that it is imminent. You need to give us a plan now,” Byrne emphasized again.
“Failing to comply with the report deadline represents more than a failure of strategic vision for the White House,” Rep. Mac Thornberry (R-Texas), chairman of the House Armed Services Committee, said in a statement when the White House missed the deadline last month. “It is a lost opportunity for the Administration and Congress to work together on a common approach to face this threat.”
Section 1222 of the National Defense Authorization Act for FY16, signed by President Obama in November, “requires the Secretaries of State and Defense to deliver a strategy for the Middle East and countering violent extremism no later than February 15, 2016,” according to Thornberry’s statement.
It also requires the administration to “lay out a number of elements needed to defeat terrorist groups like ISIS and al Qaeda, including a description of the role the U.S. military will play in such a strategy, a description of the coalition needed to carry out the strategy, and an assessment of efforts to disrupt foreign fighters traveling to Syria and Iraq.”
